Project financing and scope (REGIP / Lot 5)
The Republic of Kosovo has received financing from the World Bank through the Real Estate and Geospatial Infrastructure Project (REGIP). Within this financing, the Kosovo Cadastral Agency is implementing a Cadastral Reconstruction program for 115 cadastral zones across 32 municipalities, divided into 5 lots.
Lot 5 covers Cadastral Reconstruction in 24 cadastral zones in the following municipalities:
1. Gjilan (2 blloqe të qytetit Gjilan, Livoç i Epërm, Bresalc, Shillovë, Dobërçan)
2. Kamenicë (Hogosht, Karaçevë e Epërme, Karaçevë e Poshtme, Petroc, Moçar)
3. Ranillug (Kërmjan i Poshtëm, Domoroc)
4. Kllokot (Kllokot, Mogillë)
5. Parteshë (Pasjan, Budrikë e Poshtme)
6. Viti (Tërpezë, Radivojcë, Sadovinë e Çerkezëve)
7. Kaçanik (Stagovë, Vataj-Dubravë)

Project benefits
Sound land administration is a key precondition for sustainable economic development and overall public well-being. In this context, the cadastre plays a crucial role by providing the graphic representation of cadastral parcels and the associated property rights. In practice, the situation on the ground may not always be reflected in the cadastre for various reasons, including irregular maintenance of cadastral records, unreported requests for parcel boundary changes by owners or users, informal transactions, and the taking of cadastral documentation during the war in Kosovo. Beyond harmonizing field reality with cadastral records, Cadastral Reconstruction also helps raise awareness of the importance of registering property in the name of the current owner, women’s inheritance rights, and joint registration of property in the names of both spouses. Through this process, property and owner/user data can also be completed and corrected.
