2) Field surveys
Surveys are carried out in the field using the classic method (GPS + photogrammetric drone), in the presence of the parcel owners/neighbors.

Data processing and quality control according to standards.

Display for public verification and handling of clarifications/comments.

1) Information
The purpose of the information phase is to inform citizens about the process, its benefits, stakeholder roles, and how to participate.
Information is provided through official notices, informational materials, and the project’s communication channels. Citizens are guided on the next steps and the role of the questionnaire, as well as how to address issues through the cadastral offices.
Communication channels include:
- Announcements in local media (radio, TV)
- Public notices (posters in public places and at cadastral offices/municipalities)
- Door-to-door distribution of informational materials explaining the cadastral reconstruction process and how to complete questionnaires
- Phone number +383 48 161 616 (Viber, WhatsApp) to assist owners with process explanations and with completing the questionnaire
- Social networks
- The information process culminates with public meetings in each cadastral zone

2) Field surveys
Citizens are invited to cooperate during the field visit so that boundaries and relevant elements can be verified on site.
Geodetic surveys për parcelat kryhen në terren me metodën terrastiale (GPS), ndërsa ndërtesat me metodën fotogrametrike (dron) — metodë e kombinuar.
What is required from citizens:
- They should give their consent for field surveys.
- They should verify and clearly mark parcel boundaries on site.
- They should be present during the survey together with neighboring owners/boundary stakeholders.
- They should sign the field record (minutes).
Note: Boundary disputes, if not resolved by agreement between the parties, will not be handled within this project. The parties should address the court.
3) Case preparation
Cases are prepared at the Cadastral Offices. You can find the detailed explanation in the “Cadastral Offices” menu.
Përpilimi i lëndëve (rasteve) realizohet pranë Zyrave Kadastrale, ku organizohet dokumentacioni dhe përgatiten materialet shoqëruese për fazat në vijim.

4) Processing and quality control
Data processing and its quality control are technical procedures carried out by OE and QC. Owners will see and verify the results during the Public Display.
Processing includes organizing and consolidating data, while quality control verifies compliance with project standards and rules.
5) Public Display
Results for public verification will be available at the Cadastral Offices.
During the Public Display, citizens can view and verify results for their properties, request clarifications, and submit comments or complaints. These are handled case by case and you will be notified of the decision.
Note: You will be notified about the start of the Public Display through all communication channels 15 days before the process begins.
6) Data handover to KCA
After finalization, updated data is handed over to the KCA for integration and official storage.
Final results are prepared for handover together with supporting documentation. The KCA receives and integrates the data according to internal procedures and technical standards. After this phase, the project is considered completed and you can obtain updated ownership documents.
